KUALA LUMPUR: Those who had travelled to their hometowns and are now stranded there since the movement control order was imposed will be allowed to return after getting permission to travel, says Bukit Aman.
Federal CID director Comm Datuk Huzir Mohamed (pic) said the government came to this decision on April 23 and applications could be made via the Gerak Malaysia app.
“The app can be downloaded from Google Play Store, Apple App Store and Huawei App Gallery.
“Those who are eligible can apply from today to make their interstate journeys,” he said in a statement on Saturday.
Comm Huzir said those who submitted their applications on Sunday would be required to update their application on April 29 to confirm their travel destinations.
“They will be able to check the status of their applications on May 1 via the app.
“The period for permitted interstate travel is between May 1 and 3 and all motorists must plan their trips accordingly,” he said, adding that those using the North South Expressway (NSE) must remember some important details.
Comm Huzir said that there would be no restaurants or food stalls open at any of the rest areas along the NSE.
“Surau will be closed and no group prayer activities will be allowed at the rest areas, including inside the building, open areas or carparks there.
“Only the toilet facilities will be open and motorists will be required to rest inside their vehicles at the carparks.
“They will not be allowed to exit their vehicles unless it is to go to the toilet,” he said, adding that petrol stations would be allowed to operate between 6am and midnight along the highway.
He also reminded motorists that no group activities would be permitted during the journey.
“Those who do not have access to the app can make written requests for travel at their nearest police station but priority would be given to users of the Gerak Malaysia app,” said Comm Huzir.
“A press statement will be made on the application procedures later today followed by a press conference on Wednesday to ensure all interstate travel goes smoothly and in an orderly manner.”

China’s first Mars exploration mission has been named Tianwen-1, the China National Space Administration (CNSA) announced on the country’s Space Day.
The name comes from the long poem Tianwen, meaning Questions to Heaven, written by Qu Yuan (about 340-278 BC), one of the greatest poets of ancient China.
In Tianwen, Qu Yuan raised a series of questions in verse involving the sky, stars, natural phenomena, myths and the real world, showing his doubts about some traditional concepts and the spirit of seeking the truth.
CNSA said all of China’s planetary exploration missions in the future will be named the Tianwen series, signifying the Chinese nation’s perseverance in pursuing truth and science and exploring nature and the universe.
CNSA also unveiled the logo of China’s planetary exploration missions, featuring the letter C, signifying China, international cooperation and capacity of entering space.
China plans to launch the Mars probe in 2020, aiming to complete orbiting, landing and roving in one mission.
Since 2016, China has set April 24 as the country’s Space Day to mark the launch of its first satellite Dongfanghong-1 into space on April 24, 1970. This year is the 50th anniversary of the start of China’s entry into space.
Zhang Kejian, head of CNSA, said that over the past 50 years, Chinese space engineers and scientists have overcome various difficulties and achieved aerospace development through self-reliance and independent innovation.
He said CNSA is willing to work with the international community to make new and greater contributions to exploring the mysteries of the universe and promoting human welfare on the basis of equality, mutual benefit, peaceful utilization and inclusive development.

As of Wednesday, the total confirmed COVID-19 cases around the world have topped 2.5 million, with the US and European countries being the hardest hit, while the US alone has reported over 825,000 infection cases. What are leaders and politicians of these countries doing when their homelands are suffering from the coronavirus? Are they busy flattening the curve? Given the reports of Western media outlets, this seems to not be their focus, as they are sparing more efforts to duck the responsibilities for their inability.
Over the past month, some Western politicians have been shouting more loudly than ever to demand compensation from China, as if they will manage to call white for black with their political hysteria. Since the pandemic became increasingly severer day by day in Europe and particularly in the US, some Western countries that dominate the world's public opinion have been engaging in a ridiculous show of 1,000 ways to slander China.
To steal the spotlight, a batch of Western politicians dare say anything they want and pass any legislation they wish regardless of truth or facts. They have thoroughly interpreted their deep-rooted pirate-style mentality and how it works.
These politicians have accused China of so-called disinformation and delay in information sharing, while they have been neglecting what China has been trying to share with them from the very beginning and warn them out of goodwill.
From the moves of US senators such as Tom Cotton and Josh Hawley to Missouri Attorney General Eric Schmitt, we can see the ghosts of Western imperialists and colonialists who raided around the world, burning and looting with guns and cannons.
What if these Western countries are treated with their very own pirate-style mentality? They shall be held accountable for what humanity is suffering in the past decades, even centuries. Things have changed in the world we are living in. Long gone are the good old times of imperialists and colonialists. If some people still uphold their political hysteria, they had better be prepared for China's counterpunch.
A real-life political farce is playing out in the hometown of famous American writer Mark Twain, a sharp critic of American democracy. Suing China as part of a choreographed "Blame China" campaign led by American hawks like Missouri Attorney General Eric Schmitt is one of the common tactics being used, as long-term anti-China political elites see Beijing's rising status as the biggest obstacle to "making America great again," observers said.
Responding to viral reports alleging that the novel coronavirus was leaked from a US military biochemical laboratory, Chinese scientists said that they could not make a judgment on the allegation, as the US had not given any public response on the issue.
In an exclusive interview with the Global Times, Max Blumenthal, founder of The Grayzone, said his US-based news outlet is not anti-US or pro-China as some people claimed. It “speaks for the people in the West who are opposed to war and who are skeptical of the narratives that were being fed.”

During this critical period in the global pandemic, some Western countries and social figures are using rumors to hype public opinion and stir up domestic populist sentiment. They are attempting to blame China, trying to shirk their responsibility in the COVID-19 fight. At present, almost all Chinese embassies in Western countries are sending statements and articles to the Western media clarifying the facts and refuting rumors. This also shows that this public opinion offensive is gaining momentum in the West.
For those who are hyping the public opinion offensive, they first want to shirk their responsibility by attacking China, instead of reflecting on their own incompetence in dealing with the virus. Second, they are trying to discredit China's aid to the world by labelling it so-called atonement, and they are trying to prevent people from objectively understanding China's COVID-19 fight. Bild editor sells soul attacking China's virus record

The coronavirus outbreak is sending shockwaves across the world and triggering various reactions. The anti-virus fight in the US has been quite chaotic. As the presidential election looms large, the Trump team has passed the buck to China by accusing China of concealing the epidemic which led to its losses and used it as a means to shift domestic anger. On the one hand, this seriously violates international ethics, while on the other the behavior has its own logic from the perspective of US domestic politics.
It can also be traced to other countries that failed to effectively contain the spread of the virus and ducked responsibilities to China, as they face enormous domestic pressure and feel the need to attack China in coordination with the US government.
Intellectuals and cultural elite in each country are supposed to think independently and stick to morality. They should respect facts and not lend a helping hand to conspiracies.
Bild, Germany's largest newspaper, recently listed a "bill" that China needs to pay for the coronavirus outbreak in Germany. Its editor-in-chief Julian Reichelt also made a video maliciously attacking China. Obviously, he is taking a free ride of US President Donald Trump and finding fault with China.
Chinese public opinion was harsh on the initial handling of the outbreak in the Chinese city of Wuhan, and relevant officials in Hubei and Wuhan were dismissed. The miscalculation in Wuhan was they underestimated the destruction of the virus and downplayed its risks to the public. However, it did not hinder the communication between Chinese and foreign scientists. All data were sent out, including a thesis by Chinese scholars in international academic journals. If the outside world had kept a high alert toward the virus, they could have had their own assessment of the data.
Based on lessons learned from the SARS outbreak, concerns over worse situations in Wuhan rose in mid-January in Hong Kong and other regions. And the worries came mostly from public information from Wuhan.
On January 20, China confirmed human-to-human transmissions of the coronavirus and made it public. Although completing the process was a bit slow, at the global level, the time lost could have been compensated by taking resolute measures. This was especially true for those countries far from China.
Wuhan issued a notice locking down the city in the early hours of January 23, a message so shocking it was like banging the drum in front of all countries, including the US and Germany.
From that day on, China rapidly mobilized. Several big cities one or two thousand kilometers away from Wuhan promptly brought the situation under control. And in only about one virus incubation period, regions outside Wuhan in China had seen a gradual decrease in confirmed cases by February 4.
No case had been reported in Germany by the time Wuhan was locked down, nor had the UK or Italy. France reported its first case on January 25, the first in Europe.
China was the only main battlefield at that time, while the global situation went well. If all countries began to attach importance to the epidemic from January 23, track every confirmed case and close contact and adopt timely quarantine measures, European countries would not be hit by the virus one after another, nor would the US witness thousands of deaths every day.
What was the Bild doing then? What were other European media outlets doing? Why didn't they interview European epidemic prevention experts? Why didn't they sound the alarm to Europeans about the possible outbreak in the continent? Unfortunately, many Western media were criticizing and mocking Wuhan's lockdown and accusing China of violating human rights. To this day, some Western reporters are still expressing negative attitudes toward the lockdown.
Some large Chinese cities, one or two thousand kilometers away from Wuhan, have controlled the deaths of COVID-19 within 100 or even 10. However, in Europe and the US, the epidemic has gone out of control. The total number of deaths in Europe and the US have exceeded 100,000 and 40,000, respectively. Should China be blamed? Is it in line with common sense?
Some people choose to blame it all on China, arguing that if China had initially controlled the epidemic, then it would not have been like this. However, such a complaint is not supported by reason. It has become a topic in the US and Europe because it has been deliberately hyped in a distorted way.
None of the major European countries prevented the initial outbreak of the epidemic, and neither did the US. How many misjudgments and contempt are behind this? Why should Wuhan be specifically blamed by the world when it failed to prevent the virus initially? This is a medieval-style framing. It appears in the West today, which is an evil resurrection.
Those blaming China have unjustified purposes. The Trump administration is for the reelection, and British and Australian officials echoed the US, so as to show the loyalty of the "Five Eyes" to Washington. From being the first to ban Chinese technology giant Huawei from its 5G network, hyping China's growing global influence, to alleging Chinese infiltration in its domestic politics, Australia has acted in recent years more and more like a petty follower of the US, which is costing its independent policy-making.
